UNESA Campus 5 Magetan Holds Mentoring Program on Integrity Zone Development toward Corruption-Free and Service-Oriented Bureaucracy
April 22, 2026 – The Directorate of Campus 5, Universitas Negeri Surabaya (UNESA), organized a mentoring program on the development of an Integrity Zone toward a Corruption-Free Area and a Clean and Service-Oriented Bureaucracy on Wednesday (April 22). The event was held at Smart Class MG1.01.07 and attended by lecturers and administrative staff across Campus 5.
This program was conducted as part of the university’s commitment to strengthening bureaucratic reform and enhancing accountable and transparent governance within the institution. The session was facilitated by a team from the Directorate of Law, Governance, and Bureaucratic Reform of Universitas Negeri Surabaya, who provided in-depth guidance on building a work culture grounded in integrity and professionalism.
During the session, participants were introduced to the concept of the Integrity Zone as a strategic framework designed to create a professional bureaucracy that is free from corruption, collusion, and nepotism, while also delivering high-quality public services. The initiative emphasizes the importance of establishing a clean, accountable, and service-oriented institutional environment.
The speakers explained that the development of the Integrity Zone aims to enhance public trust, strengthen institutional accountability, and improve service quality through transparency and efficiency. Key components of this framework include change management, organizational structuring, human resource management reform, accountability strengthening, internal supervision, and the improvement of public service quality.

In progressing toward a Corruption-Free Area, the institution is expected to prioritize corruption prevention, reinforce internal monitoring mechanisms, ensure transparency in service delivery, and encourage active public participation. Meanwhile, achieving a Clean and Service-Oriented Bureaucracy requires additional efforts, including the development of service innovations, responsiveness to public complaints, and continuous improvement in user satisfaction.
The mentoring program also highlighted the crucial role of leadership commitment, as well as the transformation of organizational mindset and work culture. Leaders are expected to serve as role models in demonstrating integrity, discipline, and professionalism, which are essential for building a sustainable culture of accountability.
Furthermore, participants were encouraged to actively engage in the implementation process, including forming dedicated teams, preparing strategic action plans, conducting regular monitoring and evaluation, and ensuring continuous improvement based on performance indicators and public feedback.
Through this initiative, Campus 5 UNESA aims to strengthen its institutional capacity and establish itself as a role model in implementing bureaucratic reform within the higher education sector. The program reflects the university’s broader commitment to delivering excellent public services while upholding integrity and accountability in all aspects of governance.
